HTML editor navigation bar.

We have a custom editor that hosts the native HTML editor.  When our editor opens, we would like to hide the HTML editor navigation bar at the top.  In Dev11, this happens by default (and the "Navigation bar" checkbox in Tools -> Options -> Text Editor -> HTML -> General is both unchecked AND disabled).  But, in Dev10, the navigation bar is on by default.  Is there some means to turn off the navigation bar when our view initializes?  It doesn't seem like we can use the IVsCodeWindowManager.RemoveAdornments stuff, since we are not the language service ourselves.  Alternatively, if we cannot programmatically control the showing/hiding of the navigation bar, is there a reliable way we can even detect if it's shown (so we can take some action to obscure them with another panel on our form)?  Also, why in Dev11 is that "Navigation bar" checkbox disabled?
