VS 2015 (and newer) causes huge performance drop with older CPU

Hello, I wrote similar ticket before but in wrong section (not in msdn) as I've been told. Im still not sure if this is right place thought.

The problem is a really huge performance drop after installing VS 2015 and VS 2017 redistributable on AMD x955 CPU. I did some tests and research and I'm 100% sure there is something wrong between this specific model (or even whole Phenom II group) and VS 2015 (and above).
Before someone actually think something like "It's an old CPU and there is no reason to support it any further" I would say my rig could easily run new games with at lest 60 FPS on decent graphic settings and now i have like unstable 50 FPS in old, e-sport related titles so VS 2015 actually ruined something really badly.
Did few tests in various common games, CS:GO - unstable 60FPS, not playable - before installing VS 15 & 17 Stable 160 FPS, League of Legends - almost same performance issue, FPS roam form 100 to 40, Paradox Interactive games like Europa Universalis or else are not playable since FPS drops to 1 every 3 sec. I played all of those in past without performance issues.

Additionally I'm hobbyist game developer so I need VS 15+ since UE4 require it. Interesting thing is Unreal and game I'm working on are working pretty much fine compared to any other game I run on this rig.
