Rebinding up and down in Solution Exlorer

Is it possible to rebind the keys used to go up and down in the Solution Explorer? 

I tried to bind Edit.LineDown for Solution Explorer, to no effect. 

Also, is there any way to detect what the name of the command you performed when you do a keystroke? E.g. I press the down arrow in the text editor, and get a popup which says "Edit.LineDown (text editor)".
