Generate Locale Resource: Resource writer could not be found

I recently upgrade to VS 2012. I tried to use Generate Locale Resource (TOOLS > Generate Locale Resource) from a Web User Control (.ascx) Design panel. It did not create the resx file, and I noticed there is this message at the Output panel:

Start creating resource content and adding 'meta' attributes to server controls and directives.
A resource writer could not be found.
Finished creating resource content and adding 'meta' attributes.

I am sure it was working after I upgrade, but don't know why it stopped working. I tried restart system and re-install VS 2012 preium but still getting the same problem.
