create Managed Satellite DLLs

Hi,

I'm learning about creating the managed satellite dll. I can find a tutorial here. http://msdn.microsoft.com/en-us/library/e9zazcx5.aspx 

But it is an add-in. I need a VSPackage project to create the managed satellite dll. Is it easy to do this?
