Looking for extension that provides saveable annotations in editor

Hello,

When debugging I want to be able to create a note/annotation that is not in the code like a comment but hovers over the code.  I would like to be able to manage these annotations i.e. new, edit, delete, and whatever else.  These should persist across Visual Studio sessions without loss.

Does something like this exist?  If it doesn't does anyone want to create it?
