How to create a HTML Designer

Hi

I have a requirement for creating a custom html designer for designing HTML web pages. We should be able to design the web pages and define the navigations from one page to another. Also, it should allow us to include custom actions like consuming cloud services in the flow.

Looking for something like Axure RP tool - http://www.axure.com/features

What will be the best option to design such a tool?

Can we use the Visual Studio extension framework to meet the goal?

Any other suggestions will be helpful.
