Can I redistribute Microsoft.Visualstudio.data.framework.dll assembly

I developed a DDEX plugin for VS2008, which is build in .net 2.0, and reference to Microsoft.VisualStudio.Data.Framework.dll V9.0.  I want to distribute the same plugin for VS2010 and VS2012. That works fine with the above mentioned assembly present on the machine.

Current issue is that Visual Studio 2008 SDK can not be installed unless the target machines has standard or above version of Visual Studio 2008 installed. Customer using VS2010 or VS2012 may not always have VS2008 installed. This result in the missing of the dependent assembly, and DDEX plugin doesn't work.

Any suggestions? Am I allowed to distribute Microsoft.VisualStudio.Data.Framework.dll? How can I get Visual Studio 2008 SDK installed?
