How to create a setup for visual studio add-in

I am using Visual Studio 2005 Team edition.
I am creating an Add-In using Visual Studio Add-in template.
I refered http://support.microsoft.com/kb/816167/en-us
Here it is mentioned that after creating add-in using Add-in wizard it creates a solution with both an add-in project and an add-in setup project.
But in my case it is not creating the setup project. offcourse this article applies to
• Microsoft Visual C# 2005 Express Edition
• Microsoft Visual C# .NET 2003 Standard Edition
• Microsoft Visual C# .NET 2002 Standard Edition
only.
But then how to create addi-in setup for add-ins created using other editions of Visual studio?
