Hello, I have spent hours trying to resolve this issue and have made no progress. I recently upgraded from Windows 7 to Windows 8 and installed VS 2012 Premium from MSDN. Since then I have not been able to successfully debug anything I've loaded, including the bare project templates and samples. I've spent hours uninstalling, reinstalling, searching,looking at individual files, changing accounts, and anything else that seemed remotely related. The error message is pasted below and everything I've found for DEP0700 refers to the developer license, which I've tried creating and recreating multiple times. The detailed message appears only once or twice in searches with nothing to indicate resolution. Hopefully this is simple and I've overlooked something.

The only other very strange thing I've encountered since the upgrade is that I can no longer download files in IE 10. I click links to files and another tab pops up, but then promptly disappears. I'm also unable to even get the "Downloads" dialog to show from shortcut keys or the menu. I've removed the feature and enabled it multiple times, but no change.
